New Mexico has a Cottage Law which allows its citizens to operate a home based bakery or food processing business. New Mexico added home-based food processing to their regulations two years ago, as codified in 126.96.36.199 NMAC (attached, starting on page 33). The rule change was initiated by the New Mexico Farmers’ Marketing Association and supported by NMED. Here is their page describing the requirements from their perspective:
